Transport Planner

Grade 7 - £23,111 to £26,470 plus Company Pension Scheme and Employee Benefits. Permanent position, 37 hours per week.

Role purpose:

You will work within a team who plan and co-ordinate assisted home to school transport for students who attend mainstream and special schools, some of whom have complex and special needs. In this diverse and interesting role you will be dealing with a range of people on a day to day basis.

Based in our office at Cledford Lane, Middlewich you will also supervise administrators and school crossing patrol staff.

Principal Accountabilities:

  • Provide the necessary guidance and allocation of passengers to the provision of ‘in-house’ and contracted transport services, including recruitment and selection, assessment of eligibility for mainstream transport and issuing of scholars tickets.
  • Plan and allocate service users to ‘in-house’ and contracted transport services ensuring that passenger needs are met and that transport is provided cost effectively and in accordance with the Contract with Commissioning (Social Services and Education) and the supported bus network policy and to continually review this provision.
  • Evaluate and process the applications/referrals for assisted school transport and social services transport, assessing home to school/college travel to determine whether the applicant is eligible for travel assistance in accordance to the Contract with Commissioning Departments (Education and Social Services) and the council’s home to school transport policy.
  • To manage the school crossing patrol employees across the Borough. Selection and recruitment of the school crossing patrol staff and provide training and appraisals as required. Supervision and training of any admin support roles which helps support the operational team.
  • Act as a main contact point to Client Department staff (SEND, Education and Social Services), parents/carers, students, driver attendants, school crossing patrol staff and external transport operators ensuring that accurate and consistent information is provided. Provide advice relating to transport entitlement and income collection procedures and deal as necessary with complaints in accordance with policy to maintain a high level of customer service.
  • Prepare tender specifications for the provision of contracted transport services. Evaluate submitted tenders and award to successful operator in accordance with the Procurement and Financial Regulations.
  • Organise and attend regular liaison meetings with Passenger Fleet staff, establishments, client departments and service user groups to ensure that ‘in-house’ and contracted transport services are delivered effectively and efficiently in accordance with Service Level Agreements.
  • Undertaking checks to ensure that all ‘in-house’ and contracted transport services are monitored for quality and capacity purposes. Deal as necessary with irregularities in accordance with Policy and conditions of contract for passenger transport services.
  • Maintain expenditure and income budgets, including local bus service commercial pricing and collection of income providing regular management information to ensure accurate forecasting.
  • Liaise with Highways Service colleagues regarding road closures. Advise operators of ‘in-house’ and contracted transport services on the effects of such closures agreeing safe diversionary routes and ensuring that transport providers and users are aware of temporary or long term service alterations.
  • Prepare and administer a duty rota in order that the ‘in-house’ transport service can run effectively through provision of out of hours cover in the event of a civil emergency.

PCV Driver

Salary: Grade 4 £17,391 to £18,672 plus Company Pension Scheme and Employee Benefits.

Permanent position, full time 37 hours per week - Monday to Friday.

You must possess a current PCV Licence (maximum of 3 points) and a valid CPC Driver Qualification Card.

Primarily based in Macclesfield, Crewe or Middlewich, you will need to be able to travel to locations across the Borough to do this job.

Role Purpose:

To provide a safe, efficient and effective transport service, having due regard to the needs of all passengers whilst in your care. To operate all auxiliary equipment fitted to vehicles such as lifts, steps, wheelchair tie-downs & occupant restraint systems and cab heaters, the removal and replacement of seating where necessary etc.

To ensure passengers are embarked, carried and disembarked safely. That appropriate seat belts and when required child seats, are used at all times the vehicle is in motion and that any wheelchairs, frames, oxygen cylinders, luggage and goods are properly and safely restrained.

You will need to demonstrate experience of driving passenger carrying vehicles and be prepared to work flexibly, including some unsocial hours, such as weekends and evenings.

Principal Accountabilities:

  • To transport passengers accessing TSS services in a safe and responsible manner.
  • To meet the legal requirements of Road Traffic Regulations, Construction and Use Regulations, Domestic Driving Rules and use of tachographs where relevant and all other aspects of Road Transport legislation.
  • To comply with any reporting procedures laid down by TSS, educational, care and residential establishments where appropriate.
  • To use whatever Information Technology is necessary to effectively perform the role.
  • To ensure that vehicles are cleaned on a regular basis (inside and out).
  • To ensure all TSS requirements for drivers in relation to vehicle maintenance, safety, fare collection (where appropriate) and data recording are met.
  • To attend training courses as appropriate for the improvement of the service.
  • To ensure vehicles run to schedules, as identified. To ensure the correct completion of paperwork appertaining to each trip undertaken within the working day.
  • To inspect your vehicle as required by current legislation and TSS policies and report any defect or damage to your supervisor, using the TSS defect reporting procedure.
  • To ensure that all customers of TSS are given clear directions concerning use of the services, are welcomed with courtesy and respect at all times and given assistance as required and within reason.
  • To demonstrate responsibility and leadership for promoting and championing all aspects of equal opportunities; valuing and managing diversity in all areas of one’s work.
  • Responsible for complying with the requirements and achieving the objectives of the TSS health and safety policy.
  • To undertake some basic office administration tasks, when not required for driving duties.
  • Notwithstanding the detail in this job description, in accordance with the TSS Flexibility Policy the job holder will undertake such work as may be determined by TSS from time to time, up to or at a level consistent with the Principal Responsibilities of the job and in any location within the Borough of Cheshire East.

Passenger Assistant - Casual

Grade 3 - £7.97-£8.55 per hour

You will be friendly and able to communicate well with staff and customers while you escort passengers who may have learning, mobility, emotional and/or behavioural difficulties, attending to their needs. You will also assist the driver by route finding and giving directions.

Initially based in Crewe, the TSS fleet will be relocating to Middlewich in November 2017.  You will need to be able to travel to locations across the Borough in order to do this job.
